Applicants aged 16 and over must have a valid ID. For applicants under the age of 16, a parent or legal guardian may submit the passport application on their behalf, based on their birth certificate.
Passport applications must be submitted in person. Therefore, applicants of all ages are required to book an appointment in advance and attend the Consular Section personally.
Once the application has been accepted, the passport will be printed in Mongolia and delivered to the Embassy of Mongolia in Budapest. The standard processing and delivery time is approximately two to three months.
Please note that the actual delivery time may vary depending on the schedule and frequency of Mongolia’s official diplomatic mail service.
Required Documents
Applicants must submit the following documents:
- a valid Mongolian citizen identity card or previous passport, for applicants aged 16 and over;
- the applicant’s birth certificate, for applicants under the age of 16;
- a recent digital passport photograph that needs to be submitted to www.photo.burtgel.gov.mn;

EMERGENCY TRAVEL DOCUMENT (ETD)
An Emergency Travel Document (ETD) is a temporary, single-use travel document issued to Mongolian nationals abroad who need to return to Mongolia urgently and are unable to use their regular passport (e.g., if it is lost, stolen, damaged, or expired).
Eligibility
Mongolian nationals may apply for an ETD under the following circumstances:
- Your passport was lost, stolen, damaged, or invalidated while traveling in Hungary or the Republic of Serbia.
- You need to return to Mongolia urgently due to a family emergency.
- You are applying on behalf of a newborn child who is a Mongolian citizen and needs to travel to Mongolia.
Important Note: An ETD is valid for a limited duration and is strictly intended for a single direct return trip to Mongolia.
Application Requirements
Applicants must submit the following documents:
- Written Request: A handwritten formal letter requesting an ETD.
- Proof of Identity: A Mongolian National ID card or an equivalent official document verifying your identity.
- Police Report: An official police confirmation/report in the case of a lost or stolen passport.
- Photographs: Two (2) standard passport-sized photos.
- Application Form: A fully completed ETD application form.
